Musk made the claim in a reply to the account Doge Designer on 7 October 2026. He wrote that Starlink is "being blocked by certain oligarchs in order to maintain their monopolistic chokehold on the Indian people. You can guess who they are… This is a crime against the people of India!" OfficeChai
The next day he named a target. He wrote that Starlink is licensed in more than 165 countries, asked why it still had no Indian licence after five years of compliance, and asked: "Is Ambani the real boss of India?" What the evidence shows
Government's position On 8 October the Ministry of Communications said: "The suggestion that the framework or its application is unfair or discriminatory is baseless and misconceived." It did not name Starlink or Musk. Al Jazeera
The ministry said three satellite operators have telecom licences, all must show they meet security conditions, a security assessment is under way for all three, and each can apply for spectrum once its assessment is done. Documented Starlink received its GMPCS licence in June 2025 and IN-SPACe authorisation in July 2025. Security clearance and spectrum are still pending. Starlink's side was set out by vice-president Lauren Dreyer at India Mobile Congress on 7 October. She said the company had built India-specific security controls and 20 gateway sites, and that Indian users' data would stay in India. Business Standard
Context

Security agencies have raised Starlink before: devices were found in a drug seizure in the Andaman and Nicobar Islands and in an army operation in Manipur.
