India's protests of 2025-26, from the Cockroach Janta Party (CJP) student movement to the October 2026 voter-roll protests, were covered widely by foreign media, but no foreign government has made a public statement on them. Union ministers, BJP leaders and the RSS-linked weekly Organiser have alleged a foreign hand, including links to George Soros and the Oslo Freedom Forum, but none has produced documentary evidence. In the same week as the October protests, Elon Musk accused unnamed "oligarchs" of blocking Starlink and asked whether Mukesh Ambani is "the real boss of India", a commercial dispute that the government called "baseless".
Key takeaways
- Reuters, AP, the BBC, CNN, the Guardian, the Financial Times, Al Jazeera and other foreign outlets covered India's 2026 Cockroach Janta Party (CJP) and voter-roll protests, but no public statement on them was found from the US State Department, the UK, the EU or the UN human rights office.
- Union ministers Kiren Rijiju and Sukanta Majumdar, BJP leaders and the RSS-linked weekly Organiser have alleged a foreign hand in India's 2026 protests, but no documentary evidence has been published, and petitions seeking CBI, NIA or ED probes into the CJP were dismissed by the Supreme Court and the Allahabad High Court.
- Meta's August 2026 adversarial threat report names no foreign influence operation targeting India over the 2026 protests, and the one India-focused network Meta removed in December 2025 originated in India.
- Norwegian reporter Helle Lyng, who called out a question on press freedom to Prime Minister Narendra Modi in Oslo on 18 May 2026, does not appear on the Oslo Freedom Forum's 2026 or all-speakers lists, and her question came before the forum met on 1 to 3 June.
- On 8 October 2026 Elon Musk asked "Is Ambani the real boss of India?" after saying "certain oligarchs" were blocking Starlink, and India's Communications Ministry called the claims "baseless and misconceived".
- Rahul Gandhi replied to Elon Musk on 8 October 2026, "Welcome to India, Elon. Wait till you discover the other guy", and Musk then wrote "Thank you, Rahul. This is indeed troubling."
- Around 20 July 2026 the US-based group Hindus for Human Rights held rallies in New York, San Jose, Austin, London and Dublin in support of India's student protesters; these were diaspora groups, not foreign governments.
How foreign media covered the protests
Documented Reuters, AP, the BBC, CNN, the Guardian, the Financial Times, the Wall Street Journal, DW, France 24, NPR, Bloomberg and Al Jazeera all covered the CJP and voter-roll protests. A Tribune roundup on 21 July 2026 listed AP's reporting on tear gas and barricades, Reuters on Sonam Wangchuk mobilising young people, the Guardian's live coverage of the march on Parliament and the FT on youth frustration over exams and jobs. Tribune
The same roundup noted that Chinese state media, including Xinhua and the Global Times, ran little coverage. Tribune
Coverage began when the CJP went viral in May 2026. Reuters reported that the group "spotlights Gen Z worries", and the BBC, CNN and DW ran explainers on the movement. Reuters DW
In October, Al Jazeera, Bloomberg and an AP explainer carried by NPR and the Washington Post covered the protests against Chief Election Commissioner Gyanesh Kumar. These reports routinely included the Election Commission's position that the voter-roll revision removed duplicate, dead or ineligible voters. Al Jazeera NPR/AP
The framing
The dominant frame was Gen Z anger over exam leaks, jobs and accountability, with heavy attention to the police crackdown. Several pieces compared the movement with the youth uprisings in Nepal and Bangladesh.
Claim · Sadanand Dhume, CFR Writing for the Council on Foreign Relations on 31 July, Dhume rejected the Nepal and Bangladesh comparison. He argued that the closer precedent is India's own JP movement of 1974-75, not the Arab Spring. CFR
No formal editorial on these protests was found from the Guardian, the New York Times, the Economist or the Washington Post.

India's response to foreign coverage
No statement from the Ministry of External Affairs (MEA) criticising foreign coverage of these protests was found. In the same period the MEA's pushback against foreign criticism was aimed elsewhere, for example at the US Commission on International Religious Freedom in March 2026. AIR
Asked about foreign funding of the protests, MEA spokesperson Randhir Jaiswal said: "I have no information to share." Wikipedia, citing coverage
What foreign governments said
No evidence No public statement on the CJP, voter-roll or Ladakh protests was found from the US State Department, members of the US Congress, UK ministers or MPs, the European Parliament or the UN human rights office (OHCHR). Searches for statements by US lawmakers who have commented on India before returned nothing relevant.
When Sonam Wangchuk was released from detention in March 2026, Al Jazeera reported no international reaction. Al Jazeera
"Not found" means a search turned up nothing. It is not proof that no private diplomatic contact took place.
Is any foreign country backing "regime change"?
The short answer, on the public record, is that no evidence has been produced. The allegations come from Indian ministers, BJP leaders, the RSS-linked weekly Organiser and the website OpIndia. None of them has published documents, and courts have dismissed petitions seeking central agency probes.
What platforms reported
Documented Meta's adversarial threat report of December 2025 removed one India-focused network: 59 Facebook accounts, 11 Pages and 152 Instagram accounts that used AI-generated personas. It originated in India and targeted Indian audiences, so it was a domestic operation. Meta
Documented Meta's August 2026 report names no foreign influence operation targeting India over these protests. Meta No Google, X or OpenAI threat report linking a foreign operation to the protests was found.
Documented Pakistan-linked accounts and Pakistan's state-run Kashmir Media Service amplified the Ladakh unrest after it happened, including old footage reshared as new violence. That is exploitation of unrest, not evidence that anyone abroad organised it. CyberPeace

The Helle Lyng question and the Oslo Freedom Forum claim
What happened in Oslo
Documented On 18 May 2026 Prime Minister Narendra Modi made a joint press appearance in Oslo with Norway's Prime Minister Jonas Gahr Støre and took no questions. As Modi left, Helle Lyng, a reporter for the Oslo newspaper Dagsavisen, called out to him. Nieman Reports
Prime Minister Modi, why don't you take some questions from the freest press in the world?
Helle Lyng, Oslo, 18 May 2026
She posted the clip on X, noting that Norway ranks first on the World Press Freedom Index and India 157th. She wrote: "It is our job to question the powers we cooperate with." Nieman Reports
At a later embassy briefing she pressed MEA Secretary Sibi George on India's human-rights record. DNA India She then faced online abuse, including threats. Meta suspended her Instagram account and restored it after Reporters Without Borders condemned the harassment. Nieman Reports Outlook
False Pakistani accounts claimed she had asked Modi about jet losses in Operation Sindoor. BOOM rated this false on 21 May: her question was about press freedom. BOOM
The HRF and Oslo Freedom Forum claim
Claim · PN Rai, amplified by Organiser In a video posted on 4 October 2026, analyst PN Rai said the CJP was "scripted" at the Human Rights Foundation's Oslo Freedom Forum with "Soros-linked networks". Organiser carried it on 5 October. Rai presented Lyng as part of a "pattern" and said she was a featured forum speaker. Organiser
The only specifics offered were a journalism grant from the Thakur Family Foundation (not HRF) to CJP spokesperson Saurav Das, Das's attendance at the forum, and a timeline of dates. Organiser cited no grant record tying HRF or Soros to the CJP. Organiser
What the record shows
- No evidence Helle Lyng does not appear on the Oslo Freedom Forum's 2026 speaker list or its all-speakers list. Scroll's Supriya Sharma is listed as a 2026 speaker. Oslo Freedom Forum
- Documented Her question to Modi (18 May) came before the 2026 forum, which ran from 1 to 3 June. Organiser's own timeline
- Documented The CJP was founded online on 16 May 2026, two days before her question, in response to the Chief Justice's "cockroach" remark. The Wire
- A post on her X account thanked Supriya Sharma for "the great talk in Oslo", which suggests she attended or followed the forum in her home city. Attending a public event is not a speaker role, a grant or a fellowship.
- No evidence No HRF record of a grant, fellowship or job for Lyng was found, and no fact-checker has yet assessed the October claim.
Elon Musk, Mukesh Ambani and Starlink
Background
Documented In October 2024 Reliance pushed for satellite spectrum to be auctioned. Musk replied that this "would be unprecedented". ETV Bharat In March 2025 Airtel and then Jio signed deals to distribute Starlink hardware. Khaleej Times
Starlink received its GMPCS licence in June 2025 and IN-SPACe authorisation in July 2025, but security clearance and spectrum allocation are still pending. Reliance Jio competes in satellite internet through its venture Jio-SES. Tesla North
The posts
"Certain oligarchs"

"Is Ambani the real boss of India?"
Musk named Ambani and said Starlink had spent five years "complying with every single law… so why still no license?" Forbes Bloomberg
Government reply
The Communications Ministry called the claims "baseless and misconceived" and said Starlink, Jio-SES and Eutelsat OneWeb are "at broadly the same regulatory stage", all awaiting security assessments. Al Jazeera

The government's reply in full
Government's position The Ministry of Communications rejected the claim that vested interests were targeting Starlink. Business Standard Forbes
Starlink's vice-president Lauren Dreyer said at India Mobile Congress on 7 October that the company had built India-specific security controls and ground infrastructure, and that Indian user data would stay in India. Business Standard
Rahul Gandhi and the opposition
Documented The sequence matters, because it has been misreported: Rahul Gandhi replied to Musk, and Musk thanked Rahul, not the other way round. The Wire read "the other guy" as an apparent reference to Gautam Adani. The Wire
Claim · Rahul Gandhi He later wrote: "I am not anti-business; I am anti-monopoly." American Bazaar
No mainstream report of a BJP response to the exchange was found. Reliance did not respond to Scroll's request for comment. Scroll
Is this linked to the protests?
No evidence Musk offered no evidence for the lobbying he alleges. His dispute is commercial: Starlink competes with Reliance Jio's satellite venture. No report reviewed for this page connects his posts to the protests beyond the fact that they came in the same week.
Diaspora rallies in the US and UK
Documented Around 20 July 2026, the US-based group Hindus for Human Rights held rallies at Union Square in New York, in San Jose and in Austin, and outside Indian missions in London and Dublin, in support of the student protests. No crowd sizes were reported. India West HfHR Deccan Chronicle
SFI-UK, a student group, held protests in London, Manchester, Edinburgh and Glasgow. Wikipedia
These were diaspora and student groups, not foreign governments. Coverage was mostly in Indian and diaspora outlets. No diaspora rallies were found for the October voter-roll protests.
How the US treats Chinese companies, compared with India
Supporters of India's restrictions on foreign capital often point out that the US restricts Chinese firms too. The record shows both countries screen Chinese capital and technology on security grounds, using different tools.
United States
- TikTok: A 2024 divest-or-ban law set a deadline of 19 January 2025. Enforcement was delayed five times, and a deal closed on 22 January 2026. Oracle, Silver Lake and MGX hold 15% each and ByteDance just under 20%. AP
- Huawei and the Entity List: The Commerce Department added Huawei and 68 affiliates in 26 countries to the Entity List on 16 May 2019. Exports of US-controlled items to them need a licence, which is presumptively denied. Akin An "Affiliates Rule" of 29 September 2025 extended curbs to firms 50% or more owned by listed entities. It was suspended for a year from 10 November 2025 under a US-China truce. Jones Day
- Telecom gear: Huawei and ZTE are on the FCC Covered List. In October 2025 the FCC moved to halt previously approved devices and closed a component loophole. ISE
- Investment (CFIUS): The February 2025 "America First Investment Policy" directed tighter limits on Chinese investment in technology, infrastructure and farmland. Akin
- Cars: A January 2025 rule bans Chinese connected-vehicle software from model year 2027 and hardware from model year 2030, and bars China-linked carmakers. BIS Chinese EVs face a 100% Section 301 tariff. WilmerHale
India
- Investment: Press Note 3 (April 2020) requires government approval for all FDI from countries sharing a land border. On 10 March 2026 this was eased: non-controlling stakes up to 10% no longer need prior approval. Carnegie AIR
- Apps: More than 200 Chinese apps, including TikTok, have been banned since the 2020 Galwan clash. Carnegie
- Cars: India rejected BYD's $1 billion factory proposal in 2023. CnEVPost
- Scale: Chinese FDI totals about $2.5 billion, or 0.32% of India's equity inflows since 2000. Carnegie
Where India goes further
India requires approval for all investment from land-border countries (above the new 10% threshold) and bans apps outright. The US allowed TikTok to keep operating after a forced restructuring.
Where the US goes further
The US uses export controls through the Entity List, the FCC Covered List, sector rules on connected vehicles and a 100% tariff on Chinese EVs. India has no equivalent export-control list of the same reach.
What is documented and what is not
- Foreign media: Wide coverage, framed around Gen Z anger and the crackdown, usually with the government's or ECI's response included.
- Foreign governments: No public statements found.
- Regime change: Alleged by ministers, BJP leaders, Organiser and OpIndia. No documents produced; probe petitions dismissed.
- Musk: A commercial dispute over Starlink's licence. The government calls his claims baseless. No link to the protests shown.
- Diaspora: Small rallies by Hindus for Human Rights and SFI-UK in July. None found in October.
- Oslo: Helle Lyng is not on the forum's speaker lists, and her question predates the 2026 forum.

No statement from the US State Department or members of Congress was found. The same is true of the UK, the EU and the UN human rights office.
What did Elon Musk say about Mukesh Ambani?
On 7 October 2026 he said "certain oligarchs" were blocking Starlink. On 8 October he asked "Is Ambani the real boss of India?", and on 9 October he posted a mock "Dear Prime Minister Ambani" letter. He offered no evidence of lobbying.
Did Rahul Gandhi thank Elon Musk?
No. Rahul Gandhi replied "Welcome to India, Elon. Wait till you discover the other guy." Musk then wrote "Thank you, Rahul. This is indeed troubling."
Is Helle Lyng an Oslo Freedom Forum speaker?
She does not appear on the forum's 2026 or all-time speaker lists. Her question to Modi on 18 May 2026 came before the forum met on 1 to 3 June. No record links her to HRF funding.
Was the CJP planned at the Oslo Freedom Forum?
This is a claim by analyst PN Rai, carried by Organiser on 5 October 2026. The CJP was founded on 16 May, before the forum, and no grant record tying HRF or Soros to the CJP has been produced.
Does the US restrict Chinese companies the way India does?
Both restrict Chinese firms on security grounds. India bans apps and screens all investment from land-border countries; the US forced TikTok's restructuring and uses the Entity List, the FCC Covered List, CFIUS reviews and tariffs.
