Between 2025 and 2026, police and central agencies in West Bengal documented several named Bangladeshi nationals holding Indian voter IDs, Aadhaar and ration cards, some obtained within months of arriving. When the Special Intensive Revision (SIR) of the voter rolls began on 4 November 2025, thousands of people queued at the Hakimpur border post to cross back to Bangladesh. But the Election Commission of India (ECI) removed about 90.8 lakh names without ever publishing a "foreigner" category, so the BJP's claim of 1 to 1.25 crore infiltrators on the rolls has no support in official data.

First, there are documented cases of Bangladeshi nationals in West Bengal who obtained Indian identity papers, including voter ID cards (EPIC), through agents and forged documents. Second, the scale claimed by political leaders is not backed by any published figure from the Election Commission, the Union Home Ministry or the Border Security Force (BSF).
The ECI's own breakdown of SIR deletions lists the dead, people who shifted, people who were absent or untraceable, duplicates and "ghost" entries. It has no category for foreigners or non-citizens. Documented cases of Bangladeshis with Indian documents
The cases below were reported by news agencies from police, Enforcement Directorate (ED) or Election Commission sources. None had reached a conviction in the reports found. Where a detail rests only on police or agency statements, it is marked as a claim.
Shanta Paul, Kolkata: Indian IDs within months of arrival
Documented In late July 2025, the Anti Rowdy Section of Kolkata Police raided a flat in the Bikramgarh area and arrested Shanta Paul, a Bangladeshi woman who had worked as an airline crew member with Regent Airways and as a small-time model in Bangladesh. Police seized Bangladeshi passports in her name. PTI via The Week
Alongside them, police found Indian documents: Aadhaar cards, voter ID cards and ration cards. According to police, she first rented a room on Park Street, used that address and an agent to get a ration card, then obtained fake Aadhaar and voter IDs through another man, and finally applied for an Indian passport. The key detail is timing. PTI reported that she had entered India only a few months before her arrest, on a valid passport. Police said she planned to travel abroad on Indian papers, and that they were checking whether any officers helped with verification. PTI via The Week
This is the clearest documented example of someone getting a full set of Indian identity papers within months. No mainstream report was found of a person at the border saying they had arrived only months earlier.
Ajad Mallik and the ED passport case
Documented On 15 April 2025 the ED arrested Ajad Mallik, also known as Ahammed Hossain Azad, in Kolkata under the Prevention of Money Laundering Act (PMLA). The ED searched seven premises and seized ₹13.45 lakh in cash, documents and digital devices. A special PMLA court remanded him to 13 days of ED custody. PTI via The Week

Claim · ED The case later widened. On 29 April 2025, the ED told a Kolkata court that he had admitted he was originally from Pakistan, got Bangladeshi citizenship with forged papers, then used the same method for Indian documents. The ED said he was enrolled as a voter in Dum Dum Uttar and voted in the 2021 Assembly and 2024 Lok Sabha elections, and that it was asking the ECI how his voter card was issued. IANS
On 13 October 2025 the ED arrested Indubhushan Haldar of Nadia district, described as his key aide. The ED linked Haldar to about 250 cases in which Bangladeshi nationals got Indian passports on forged papers. A charge sheet against the main accused had been filed in a Kolkata sessions court. Hakimpur: people in the queue describe touts
Self-reported to PTI In November 2025 PTI reporters spoke to people waiting at the BSF's Hakimpur post in Swarupnagar, North 24 Parganas, to cross back. The report said many in the queue had obtained Aadhaar, ration or voter cards through touts and middlemen. PTI via The Hitavada
- Manirul Sheikh, 29, who worked in garment units in Dhulagori and collected scrap iron: "I paid nearly Rs 20,000 to get documents."
- Imran Gazi: "I voted in 2016, 2019, 2021 and 2024. But, I have no papers from 2002." (2002 is the base year of the last intensive revision that SIR forms are checked against.)
- An unnamed waiter who had lived in Kolkata for eight years: "If they check old papers, we cannot show anything. Better to leave before they ask questions."
- A group from Satkhira said they had paid ₹5,000 to ₹7,000 to enter West Bengal.
Stays ranged from about a year to about 18 years. These are statements made to reporters, not findings of any court or official inquiry. The Week
Barasat: a name on two countries' rolls
Unconfirmed On 8 February 2026, micro-observers checking the SIR draft roll flagged Monju Rani Saha, listed in Barasat, North 24 Parganas, with an Indian EPIC and an Aadhaar card giving an address in Hridaypur. Sources said she was also registered, and had voted, in Narayanganj Sadar, Bangladesh. Election officials opened an inquiry. The report relied on unnamed sources and was not confirmed by authorities. Kalna, East Burdwan: voter cards for ₹1,000
Claim · Police On 24 June 2026 police in Mallikbagan, Kalna, detained Rafiq Sheikh (alias Siraj), his wife Zarina Sheikh and Hanif Sheikh after discrepancies in voter records. According to police, they said they had crossed from Bangladesh and bought voter ID cards for ₹1,000 each through a local broker, Selim Sheikh. How the documents were obtained
In these cases, police and migrants describe the same order: a local address, often a rented room; then a ration card through an agent; then Aadhaar and a voter card; sometimes a passport application. Reported prices range from ₹1,000 per voter card (Kalna police account) to "nearly Rs 20,000" for a set of documents (Manirul Sheikh). Documented The final roll on 28 February 2026 showed 63.66 lakh names deleted, about 8.3% of the electorate. Another 60.06 lakh electors were placed under adjudication by judicial officers. Of these, 27.16 lakh were deleted and 32.68 lakh were kept, taking total deletions to about 90.83 lakh by 7 April 2026. The crossings back: what the BSF reported
Queues formed at the Hakimpur outpost within days of the SIR starting. Officials said the BSF recorded biometrics, checked for criminal records, handed most people to the Border Guard Bangladesh (BGB), and sent anyone linked to a crime to state police. PTI via Deccan Herald

His reasoning was that if about 50 lakh names were removed in Bihar, Bengal could have "as many as 1.25 crore". He said Hindus who had fled religious persecution had nothing to fear. The Trinamool Congress position
Claim · TMC TMC spokesperson Debangshu Bhattacharya called the 1.25 crore figure communal rhetoric meant to polarise voters and dared the BJP to hand its list to the Election Commission. "Can he genuinely identify such a massive number?" he asked. Business Standard
Claim · TMC On 16 December 2025 TMC's Krishanu Mitra said the 1.83 lakh "ghost" figure "punctures" the 1 crore claim. He cited BSF data of about 4,000 people leaving via Hakimpur and asked: "If you exclude deaths, who are the remaining deleted voters? Through which borders did they leave?" Then Chief Minister Mamata Banerjee filed a petition on 28 January 2026 challenging the SIR as "opaque, hasty, unconstitutional and illegal", warning of "large-scale disenfranchisement". The Supreme Court: roll deletion is not a citizenship ruling
Documented On 27 May 2026 a bench of Chief Justice Surya Kant and Justice Joymalya Bagchi upheld the SIR as within the ECI's statutory powers, calling it "neither arbitrary nor excessive". The Week The judgment also held that deletion from the roll does not cancel citizenship, and asked the ECI to share the names of suspected non-citizens with the Home Ministry within four weeks. Documented On 18 July 2026, hearing a petition by Prasenjit Bose of the West Bengal Pradesh Congress, the court said the ECI can drop doubtful names but cannot decide citizenship. "We told the EC to forward the list of people with doubtful citizenship credentials to Union government," the bench said. Counsel told the court that about 34 lakh appeals had been filed before 19 appellate tribunals. Of about 38,000 decided, roughly 70% restored the voter to the roll. The petition challenges state orders from May and June 2026 that linked SIR deletions to welfare cuts. TNM

Fake "exodus" videos
Real queues at Hakimpur were reported by PTI and confirmed by BSF figures. Alongside them, several videos were shared with false claims.
- False The border-gate crowd. From 9 November 2025, a video of a crowd passing through a gate in a barbed-wire fence was shared as Bangladeshis fleeing the SIR, including by former J&K DGP S.P. Vaid. It showed a Kali Puja idol immersion crowd in Shikarpur/Funkatala, Nadia district, heading to the Mathabhanga river. The 2026 election and the Adhikari government

Are Bangladeshi nationals really getting Indian voter IDs in West Bengal?
Yes, in documented individual cases. Kolkata Police found Shanta Paul with Indian voter IDs and Aadhaar months after she arrived, and the ED says Ajad Mallik voted in 2021 and 2024 on a fraudulently obtained card. How many such cases exist overall is not known from any official source.
How many foreigners were removed from the Bengal voter list in the SIR?
No official number exists. The ECI deleted about 90.8 lakh names under the categories dead, shifted, absent, duplicate and "ghost". It never used a foreigner or non-citizen category.
Is the BJP's 1.25 crore infiltrators claim true?
There is no evidence for it in ECI data. The largest BSF figure for people crossing back is about 25,000, and the ECI flagged 1.83 lakh "ghost" entries in the draft roll.
How many Bangladeshis went back through Hakimpur?
