Why the Railways cancelled them
Government's position Northern Railway's Chief Public Relations Officer, Himanshu Shekhar Upadhyay, said the trains were cancelled "in view of anticipated severe road traffic congestion in the areas around these stations on October 10." Deccan Chronicle/PTI A cancellation notice reproduced by Sarkaritel gave the reason as "planned protest/demonstration and traffic advisory in Central Delhi on 10th Oct, 2026 between 04:00 hrs to 14:00 hrs". In Lucknow, PTI reported that officials declined to say whether the protest was the reason. The Federal/PTI On 9 October the Supreme Court ordered that there be "no complete prohibition" on metro and train movement and that services be regulated rather than stopped. The Tribune No report we found said the train list was revised after that order.

Northern Railway has not published a single consolidated list of the 38 in any source we could open. The table below lists the trains named in cancellation notices reproduced by news outlets. "JCO" means the journey commencing on that date from the origin station. Some lists include trains of other zones and other dates, so the count here does not match 38. - Refunds: No report we found on this cancellation gave refund arrangements. In March 2020 IRCTC said that "for trains cancelled by Indian Railways, full refund will be provided automatically" for e-tickets, while counter tickets are refunded in person. In Lucknow, two job applicants told PTI their Lucknow Mail tickets were cancelled and their requests to move Saturday interviews to Monday were refused. A Prayagraj passenger said he would reschedule a medical appointment in Gurugram and that air fares had risen. Are Anand Vihar and Old Delhi stations working?
