10 October in brief

what is confirmed, with sources

The Cockroach Janta Party (CJP), a youth movement that began online in May 2026, has called a protest at Jantar Mantar in New Delhi on Saturday, 10 October 2026. Its demand is the resignation of Chief Election Commissioner Gyanesh Kumar over the Special Intensive Revision (SIR) of voter rolls, which removed tens of millions of names across states. Outlook

Documented Permission was refused. On 9 October Joint Commissioner of Police Nupur Prasad gave four reasons: the request came three days before the event when 10 days' notice is required, the group broke its undertakings at an earlier protest, the law-and-order situation, and public safety and traffic. ANI CJP founder Abhijeet Dipke said the protest will go ahead. The Statesman

Documented Security is heavy. The Home Ministry approved 221 central armed police companies for 8 to 12 October, and more than 23,000 personnel are expected in Delhi. After the Supreme Court hearing, the metro cut its closures from 57 stations to 45, from 9 pm on 9 October to 6 pm on 10 October. Northern Railway cancelled 38 of 165 trains due at New Delhi and Hazrat Nizamuddin between 4 am and 2 pm. Business Today ThePrint/PTI

Documented The Supreme Court stepped in, partly. A bench led by Chief Justice Surya Kant ordered that "there shall be no complete prohibition on movement of Metro", saying transport may run "in an aptly regulated manner". It did not overturn the refusal of permission, and said the right to protest "must operate within the framework of the law". The Tribune LiveLaw

Government's position Solicitor General Tushar Mehta told the court the measures were proportionate after the violence that followed the 20 July march, said women police officers had been harassed by protesters that week, and argued the protest is unlawful without permission. ETV Bharat Read the full government's case.

Gathering carries legal risk. Prohibitory orders under Section 163 of the BNSS are in force in New Delhi district. Joining an unlawful assembly (BNS 189) can bring up to 6 months in jail, or up to 2 years for staying after an order to disperse. Disobeying a public servant's order (BNS 223) can bring up to 6 months, or 1 year if it causes a riot. See the charges in full.

Questions people ask

Is the 10 October protest at Jantar Mantar allowed?

No. Delhi Police refused permission on 9 October, citing short notice, breaches at an earlier protest, law and order, and traffic. The Supreme Court did not overturn that refusal. Prohibitory orders under BNSS Section 163 are in force in New Delhi district.

Is the Delhi Metro running on 10 October?

Partly. After the Supreme Court said there can be no complete shutdown, DMRC closed entry and exit at 45 stations, including Rajiv Chowk, Central Secretariat, Mandi House and Kashmere Gate, from 9 pm on 9 October to 6 pm on 10 October. Interchange stays open at all of them except New Delhi.

Which trains are cancelled on 10 October?

Northern Railway cancelled 38 of the 165 trains due at New Delhi and Hazrat Nizamuddin between 4 am and 2 pm. Other Delhi stations, including Anand Vihar, Old Delhi and Sarai Rohilla, run normally.

What is the punishment for joining an unlawful assembly in Delhi?

Under BNS Section 189, up to 6 months in jail, a fine, or both; up to 2 years for staying after a lawful order to disperse or carrying a deadly weapon. Disobeying a public servant's order under BNS 223 carries up to 6 months, or 1 year if it endangers life or causes a riot.

Who is behind the Cockroach Janta Party?

It was founded online on 16 May 2026 by Abhijeet Dipke, who acknowledges doing social media work for the AAP from 2020 to 2023. Claims that it is funded from abroad, including by the Human Rights Foundation or George Soros, have no published evidence.

Why do protesters want the Chief Election Commissioner to resign?

They blame Gyanesh Kumar for the SIR voter roll deletions and point to a report that two election commissioners objected at least 14 times. The Election Commission says its decisions were unanimous and that the SIR removed ineligible names.
